Rooth cranked up the maximum size of the portal on his Aperture Science Portal Gun to the largest he could make it and decided to test it out on the largest flat surface he could find.

Very nice replica of the portal gun there, and I love that cityscape and landscape. Reminds me of some big-sky views I get to see around here from time to time. Score! And I imagine those clouds on the horizon and in the sky aren't going to be too happy about the sudden shift in gravity due to Rooth's mass being added to the moon. Messing with physics is fun! =)

Well, if we're going to go completely technical here and assume portals work like they are portrayed, Rooth wouldn't have to casually step through the portal either. The sheer difference of air pressure between Earth and the void of space would mean he'd get sucked through the hole near-instantly at a velocity that would hurl his now giant body like a meteor crashing directly into our planet.
It's a good thing artistic license spares us such a dramatic scenario then.

^that. Though we did talk about making the moon as small as it should be, it would just be too small and Rooth would barely be seen in the pic (except his back). Also, the earth in the blue portal is too close. But if it was farther away, you couldn't tell it was actually the earth.
As for the flat surface part -- Rooth has modified the gun to work at different sizes. Not a great leap to assume he's modified the gun to work on curved surfaces. ;)
