In terms of the eyes, I thought about showing the color like I did for several of the other Pokemon reff sheets I've drawn, but in the end I decided that having the basic cartoony "black pupil with highlight" eye would work better.
As for the hat hair, I answered that down below.

I always thought the hat on Murkrow looked a little silly and wouldn't translate very well in my style, so instead I tried to give her feathers that sort of took the GENERAL shape of it rather than specifically looking like... well, a hat.
And the balloon is from when Heather tied her to one at a party so that she wouldn't lose track of her, which naturally didn't work.
