I didn't draw all those individual lines of blue for rain. That would've driven me crazy. Instead, I found a toning pattern with the basic shapes I wanted, (lots of lines,) converted it into a vector shape and changed the color. Then resized and rotated as desired. :)

You can also vary the gradients to depict levels of rainfall; solid lines for a deluge, intermittent spots for a gentle shower.
