So many people ask me - I now have a stock answer! (I'll let you in on a secret - it's on purpose I use them as my avatar, to make more people remember this toon)
As usual, my avatar is a foreshadowing of things to come... once I am done with Sailor Moon Month (month, heh, make that 'year') and finish the 30-or-so linearts and sketches lying around, It'll be Dinosaur Month, and those four will take center stage!
As to who they are, well, they are the (in)famous Chain Gang, from the nineties cartoon 'The Adventures of T-Rex'. A fairly obscure japanese/US coproduction, I liked it a lot as a kid, but sadly, it's darn near impossible to find these days, having never been released on DVD or even VHS (latter only in germany and france).
I quite like the Chain Gang girls not just because, well, they are busty dinosaur biker chick bandits who wear pink studded leather bras and jackets, but because they break with the traditional female villain stereotypes. As in - they are rather dim-witted thugs. The leader is Maim, the purple-skinned one with the baggy pants and ridges on her head - she is a big bully and rules with an iron fist. I think she is a Scelidosaurus. The green Corythosaurus is Boomer, she is the "Curly" of the group, always misunderstanding things and also, always eating. The brown Parsaurolophus with the shirtless jacket is Slammer (although the last two girl's names are often mixed up), and the light pink Oviraptor with the fluffy tail and huge boobs (seriously, she is the most well-endowed of the four) is Babe - and believe me, you don't wanna hear her voice. She is probably the dumbest of the quartet.
Sadly they only appear in 3-4 episodes, and never get big roles. Their best appaearance was in "My Fair Chain Gang" where Big Boss tries to re-educate them so they can pose as high society ladies and infiltrate a ball... of course, this goes as well as excepted, but at least we get to see the girls in sexy evening gowns.

Of note apart from the Chain Gang are Myrna, the T-Rex's boss and nightclub owner, and Flo, Big Boss' smart and sexy underling, as well as the totally "blonde" stereotype Mae, Big Boss' squeeze.
