Usually when it's needed. I'm not much of one to actually critique art that well, seeing as how my own drawing skills aren't that good; stories, yes, but not too much with drawings.
Plus, with pictures like this, I don't always know what to say, seeing as how nothing's finished yet.
So, yeah, I do say useful things at times, but not all things I say are deep with meaning; sometimes the most useful thing a person can offer is just being there for a friend.
