Why doesn't he do something really, really sneaky ... like endow each and every urchin with a trust fund, a new suit of clothes appropriate to age and gender, and put them all in semi-detached suites in a well tended community of their own? Once made respectable, how can they be urchins anymore? Bwah ha ha ha haaaa!
Actually, that's sort of been the classical means of dealing with Socialism. If the masses become discontent, buy them off with a raise, better benefits, and a new digital platform. The wealthy still remain wealthy, but by closing the gap the don't run the risk of going to the guillotine every few generations.
