It really depends on what kind of character design you're going to create. A character that is somewhat dainty or just average in size, more prone to fine manipulation of physical objects with the hands, more 'human' in the sense of anthropomorphism that it's intelligent enough to be sentient and have more inclinations attributed to humans such as our emotions and behaviors would likely have the arms on the left. Something thicker, bigger, more muscular, monstrous even in the sense that it may be 'bestial' and more prone to feral behaviors run by instinct, etc. would probably have arms like the one on the right.

Of course this doesn't exclude subversions to what may be done with these types of traits. Something sinister and spindly could very well have arms like the ones on the left, possibly elongated as well to give creepy effect. On the flip side, something large, cuddly, and friendly if not even a little dopey may have very large cumbersome arms that would remain soft to show they are non-threatening and friendly.
