This guy actually has a name and idea behind him: his name is Jacques L'Orange, a samurai-obsessed Farfetch'd who is actually not as snooty as he looks. He carries his training sword in his left, um, hand simply to ensure that his battles remain challenging since he's been in training since hatching.
