To this day, I have still yet to get a damn Feebas to evolve. :/

i think they made it easier to at least catch the bastards but evolving them is still a HUGE pain.
i think i got my milotic from some pokemon center dragon event.

It's both a pain to procure AND evolve them in Gen 3 and 4. However, in Soulsilver/Heartgold you simply have to raise its 'beauty' with the pokemon massages/grooming, from Daisy, the haircut brothers, and the other groomer whose location eludes me currently.

Gen 5, well, all you have to do is trade the sucker with a Prism Scale equipped.
