Do you mean, "preeminent" is a real word? Yes, it is, but in the context I think "preemptive" makes more sense. Preeminent means best whereas preemptive means getting in ahead of the other guy, as in Bush's preemptive strike on Iraq, which is what most people think of when they hear the words "preemptive strike".
