Corel Painter can't do transparency blending for shit, and is filled with bugs.
Photoshop is too generalized for dedicated illustrators, and makes everything more complicated than it needs to be.
SAI is stable and fast, but is lacking in features that advanced artists need.

I did find a cool "paper" effect in Corel Painter though. I will have to use this texture effect more often.

You can also get this texture by overlaying a layer with texture in Photoshop or SAI.
Like in Photoshop, make a new layer, give it a colour, use noise filter then play with the opacity and blending mode until you get the effect you want.
It's super easy.
