They are a harder, more chalky version of Prismacolors. They lack the vibrancy to stand alone, but they are able to do fine, technical detail over regular Prismacolors. They are both from the same brand. =3
For this pic, I used them mostly around the edges of the eyes, the paw pads and claws, and the signature.
