You are probably correct. The stories (so far) are set around 1935, and the mad scientists on Cranium Island are about the closest in the world to having nukes... though they seem to distract themselves with other science experiments. The writers doing stories set there have a consensus about writing the stories straight, but with a lot of irony. So there are a lot of individual successes in coming up with wild-science local defenses, but many failures in getting the world-destroying doomsday machines to work.
Perhaps they are brilliant but with the attention span of a blonde. "lets build zee bom... lookie: a squirrel!"
Or perhaps they just have a deranged sense of humor and crafted their island defenses as practical jokes: they not only will trap you but will make you feel rather stupid in the process. Before they kill you... or not.
