Looks solid enough, considering the whole structure sways a bit if you shake back and forth.

It appears to me the builders planned on having the little overpass maintained, as evidence by the wooden steps being attached with screws or bolts to the frame of the stairs. (It seems some of those badly warped boards could use replacing.)
