These are two human characters Mr. Q came up in anticipation of Pokemon Black and White 2. They're supposed to be the Team Plasma equivalent to the anime version of Team Rocket (Jessie and James), however they may appear in another story depending if Mr. Q wants to go through with the whole Pokemon fanfic idea.
