Because the town he lives in is crazy and mass amounts of homophobia is the norm. He's there so they can try to figure out how to "correct" him though after years of trying his father doesn't have much hope of them succeeding. He's also mute from emotional trauma though it's later proven he can speak but has elected not to do so. This only makes their job harder since he doesn't feel comfortable with speaking or making any form of communication with them that isn't defiance.
