Otto is a Buizel who has been greatly inspired by Bruce and has followed him everywhere since meeting him. Like Bruce, he dons clothing and can speak human language, though he can still speak Pokémon language as well, so he often acts as a middle-guy for conversations. He's not very skilled at fighting (and his retainment of both languages probably hampered his fighting potential), but he continues to beg Bruce to teach him how to fight better. But he does tend to like showboating to attract the ladies, and this naturally doesn't end well for him in battle.
