I wasn't aware the main six were underage. I thought they were young adults at worst, given the clearly old ponies, the children and then the six and everyone else in the show. I mean Twilights older brother is old enough to have become captain of the royal guard and marry Cadence. Apple Jack runs a farm with her brother (who was setup with the school teacher on a date) and grandma. Then there's Rainbow Dash who's old enough to join the equivalent of the Royal Air Force (Wonderbolts). Everyone works and has a real job they get paid to do and/or works for someone who does. Rarity OWNS A BUSINESS.
I'm surprised this idea that the main six are somehow children of some kind or even young teenagers. They all hold positions of power and responsibility we'd never allow anyone under the age of 18-21 to do. Then there's the clear children (cutie mark losers) and the difference between them and the main six are huge, and compared to the rest of ponyville, the main six are indistinguishable.

For the record Lauren Faust mentioned on her DA in a Q&A that the Mane 6 were in fact young adults if not adults. They don't have a set age so given all the facts, I'd say they were at least adults.
Most likely the artist thought they were underage when he put that note up there.
