I see it as this is the natural energy of the world, invisible to the eye. It's seeping into this Ivysaur, not out, as he has taken it from other pokemon in battles of strength. As more gathers within him, like every other pokemon does; he gathers enough for him to evolve into a greater form.

at least that's my interpretation. :P
