No... He could dry someone until they were a dessicated husk, but he'd probably lose his lunch after he did... He's just in it for the money, and because Superheroines tend to dress in tight clothing... And he would totally approve of WonderDuck's "I need mouth to mouth" line...

How fast can he do it, at what distance? Line of site? Does it teleport or move? what are the mechanics?

It's a teleport, but the other end of the teleport is fuzzy and pretty much includes the entire planet in its area of effect... The near end is line of sight... At 200 metric tons per second, it would take less than a thousandth of a second to dessicate someone... It's just not something he would ever consider doing...

He'd be much more interested in riding around on waves he creates himself, to show off, or using the fact that he can see water in his mind, to scope out what girls look like naked, since the body is 90% water...

Intresting...

He doesn't generally mention that last part, as it generally gets him beaten...
