Greetings. This scene is showing a pair of Team Rocket members that has decided to catch pokemon the easy way. Trainers, especially experienced trainers, make such good pokemon because they already typically know the tactics of battle. Of course, I don't think these trainers expected to be on the other side of the fence. Gotta love Team Rocket and Mad Science. :)

Step 2: Throw Pokeball
Step 3: Jolteon or Mightyena plays Fetch
Step 4: Find more Trainers
