Oooookay, after re-reading the rules and looking over the cards with this in mind I understand now. It allows you to see ahead of time how tough a location will be or the consequences for entering it.

You're not the first one to get scouting confused. X) It's almost as complex as the gun rules, but at least the gun rules are similar enough to other games.
Is there anything you'd change in the wording to make this clearer? I keep the newest version of the rules in my scraps.
