This is the deus Time Shift or that's what Mar calls it. It like a super form for Mar. There aren't any chaos emeralds in Mar's world for him to go Super Mar. So he doesn't need 50 rings to use.

He is like S.H.A.D.E. but controls time and not darkness. He also has a personality of his own like her and tries to control Mar's body at random.
