The truth is that vaccines and leaps in medical improvements are derived from the 'lesser's blood, and sold to the public, creating a system that allows them to have a supply of test subjects and biological materials at no cost and gain from the sales.

The people beneath the city are subject to constant home invasion and abduction from a third party the government claims to have no ties to, and also get no assistance from the police. Street markets and small business are protected by a mercenary force, and only if they can afford it. Otherwise, their world is a constant and brutal free for all.

These two live there, and the older brother works as one of those mercenaries while having to maintain constant vigilance over his sister. While he could pass for being a wolf, their hybrid blood is much more evident in her. Their parents were taken only a few years ago, and the elder brother has been fighting constantly to keep his sister safe.

The fact that the assailants keep coming back for her specifically tells that there is something that she has and they desperately want. Story at eleven.
