He's not misproportioned, he's a huge bulky dragon. :3 Go look at some of those huge bodybuilders, their heads look tiny on their bodies too.

Plus, even in cartoons, the bulky characters have slightly smaller heads, it just adds character.

I love your soft coloring and shading. :3
