Layla has shown up on a planet with a shrink ray, which she stole, and is now reducing the planet to a more manageable size for stealing. Really saves a lot of time not having to decide what to loot when you can just take the whole planet.

She doesn't take everything they have. It's more like she places a tax on their trade. She also allows normal sized people to trade with her shrunken worlds. So, it's more like she is carrying around the industrial capacity of multiple worlds with her in nice travel sized packages and that can come with a lot of trading power for her.
Yeah the trade remains about the same, which is why the small tax Layla places on their trade makes her a great deal of money. She doesn't just take everything, though, in order to avoid impoverishing her planets and rendering them pretty much worthless.
She doesn't return them to normal size, she just keeps them and adds them as part of her jewelry. However, she does return certain things to normal size for trading purposes.
Things that are grown past their normal size are easily detected by the space faring races of Layla's universe and they can only sell for what they would at their normal size.

That thing on her arm is there for a purpose. It is paired with the shrink ray and protects the operator from its effects. The belt she is wearing also comes with a person protection field that protects the wearer from the harmful effects of space and quite a few weapons as well.
