Forloc (Seral's twin brother, one of Morteus's children) tends to take on the appearance like an angel. But unlike the angels, Forloc has a bit of shame and keeps his man-parts covered...even if that is by a very, very translucent piece of cloth that clings to him by magic. But hey he's...kind of covered...
Really it leaves little to the imagination especially on a sunny day... -coughs- Not that any of the angels have told him that...yet...
:D Anyway, it's called painting the stars because aside from it being night time, the angels have stories they tell each other that Seral and Forloc were originally made to care for the night sky, Seral being the lesser god of the moon and Forloc the lesser god of stars. They created these stories because when Seral was born, he was born(created) with a crescent moon on his forehead and when Forloc was born a few hours later, the stars suddenly shown a lot brighter in the sky. Really, they don't handle either the moon or stars, but they think the stories are fun and have since added to them.
Forloc's tattoo doesn't have any significance to the picture, but it is a tattoo of the first gift he ever received. When Seral decided to leave home, he painted a large picture of a flower surrounded by thorny-vines which represented Forloc's warming difference and goodness among the darkness.
