Firstly: Yes those are his tails behind him, and no I didn't color them wrong. His hair and tailfur are actually supposed to be that rusty orange color rather than something more reddish, like most Vulpixes. (Is that the right plural? Or is it just Vulpix?)
Secondly: It took me seven tries - SEVEN - to get his hat to look anywhere near correct in size and angle, and I'm still not totally happy with it. I spent more time on that fedora than I did on the rest of the picture, if you count the time spent trying to find a decent reference picture. ARGH.

Heh, nice I like Raph. And certainly nothing wrong with skewing the colors a bit. While all pokemon in the game look like clones of each other, I like to think these pokemorphs would have all the variety and variances of normal critters.
And I sympathize completely with the hat. I had drawn Raphael in a cameo in a crowd but I couldn't for the life of me get the hat to come out right either. I finally gave up and replaced him but I'll try again in the future ;)

Awww, darn! Well, I appreciate you giving it a go anyway, woulda been great fun to spot him. :) I'll have do a picture of him without his hat sometime, he does go out without it once in a great while.
I do agree with you on the variance in pokemorph appearance, too. That's why Jenny has blond hair, the jewel on Eddie's forehead is oval shaped, and so on. Just certain little things to set 'em apart from all the others.

Rene doesn't have anything to worry about, Raphael has too much respect for his fellow Vulpixes* to even think about being mean towards him. He'd be more likely to stand alongside Rene than stand against him if trouble started.
