Note to mods: I made these POS you see above, I did not take it from anyone. IT IS MY "ORIGINAL ART". I also own the original(sorta kinda it's a commission).
1) Find a free lineart
2) MS paint rape it (or some other media type)
3) Make a few different copys
3a) Be sure at least one looks like rainbow vomit
4) ???
5) Profit!
Now I would like to say, not all adoptables are like this, though not often on dA. On FA, I have seen unique, hand drawn characters for sale or adopt. Those are great! I'm refering to the 'generic batchs' you see around dA....... as like above.
Did I mention the price? No? Ah........ well then! In american money, it's 80 dA points to the dollar, so when I go around dA and see adopts for say..... 10 pts....... you do realize that's only 8 cents right?
What's the problem with this?
It gets people used to paying dirt cheap for 'art'. So when they commission real artists for real art, they expect similer prices. In the end, everyone looses.
This is mostly directed at dA, but I know this type of thing happens on FA too...... then the person will pretend(or over hype) to have one or more mental conditions to shield themselves with and attract white knights to defend them.

what if you, yourself, drew the "generic" lineart?
I make a few adoptables from time to time. I've drawn pretty much all of them (there IS one batch I used free lineart, but it is stated.), but you know, sometimes people want those "generic" critters as opposed to original species adopts.
