So, after messing with the thing for an hour and spreading the pieces further apart, I discovered I'd still made it too full. So I actually had to cut off about a foot of the elastic and a yard or so worth of the tulle I had tied on. It's still really flouncy and floofy, quite a bit more so than I'd anticipated, but it's much more manageable than it was originally.

Before I cut off the extra bit, it was so floofy, it actually stuck up all the way around, not just out.

So, in the end, my estimates were all wrong, but the skirt still came out cute and flooferly X3 It was easy to make (once I got it fixed), and really fun to play around with.
