^.^ a clear blender marker works wonders- it melts the wax that binds the pigment in the colored pencil. Be careful though- the tip can get stained. If you use clear blender pencil you can get wax bloom, but it works similarly. :)

I believe it'd work for all -wax- based pencils. Some colored pencils, such as Derwent for example, are oil-based. This means they're good to smudge with and use for broad areas, but they suck with getting details. :) As long as you know the brand pencils you want to use the blender on are waxbased, it should work.
