For my swamp bases, I painted the bases a dark murky green, put some basing "moss" on it (really just little chunks of fluffy green foam) and some tufts of tall basing grass, then poured a couple layers of "water effects" resin over top - you can get it from GW or from companies like Woodland Scenics. It's a nice thick, clear goop that looks like water when it dries.
