There were many many people who wanted Katana-Mai to be Spy, due to her being a ninja, but they all also saw Guillotine who was also French and was a sneaky Thief in the night as well. It was a tie break and went with Guillotine because hes french, sneaky, and plus we also need another male for characters o TF2. :)
