It's a rustic gunblade, the world itself I see as starting to put gunpowder to use, but they're still getting the hang of firearms, so they're mostly add-ons for weapons they know to be effective.
And the shield itself is strong enough to block most of the oncoming fire, although it does limit her mobility.
