Decided to go 40mm for the Phalanx's crowd control functions, its big, menacing and if you're a civilian and someone aims down it in your general direction you're going to run or soil yourself.
Speak softly and carry a big gun. No real need to speak when the Claymore is out and about, everyone knows you mean business and you're given space.
Like the Paladin 20mm, of which it shares the same body design with a few changes specifically for the Claymore itself, it is belt or link fed and arm mounted. Can be loaded with various non lethal and lethal rounds to either do damage or persuade a rioting crowd to calm down.
The backpack unit, again not shown, would hold 50-75 rounds if not more to ensure the operator has enough to do his or her job.

more like krak bombs
but i got an idea for a plasma weapon based from the XM25, internal laser range finder ranges the target and a meter away from the target the projectile triggers a micro plasma generator that product of which is spat out as the round splits apart like a saboted plasma bolt
