Definitely took inspiration from the ES Posthumus song "Nara" for this one originally. The actual scene though is written here http://fav.me/d3ivgey at about page 36. I however do not recommend reading it if you're particularly fond of any of the Pokemon you see here or have a weak stomach. This is considered the better part of that scenario. It gets way worse from here on.
As it goes, the world my Mewthree, Mewblade lives in is an absolute, immoral mess. Her and her associated Kanto and Johto Legendaries for about a 9-10 year stretch more or less looked on in horror as their world essentially crumpled under humanity's mounting depravity and the completely unexpected absence of the Hoenn Legendaries. (In my universe, anything after Jirachi in the Pokemon list does not exist.) It was sort of like all the humans just went insane. They were paranoid, conflicts were breaking out, and in the last few years prior to this scene, they began to trial the big three weapons of shear terror. For Mewblade, she grew up in this, it was normal. For Mewtwo (at about age 31 here) and Mew (about 600), this whole display was plainly obscene. Not long after a mysterious force tried to drown everything in San Francisco Bay, on the other side of the continent people were looking for scapegoats.
Mew, responsible for the safeguarding of Pokemon, and Mewtwo that of people, turned to their death dealing Decider of Fate daughter for a solution. Same scene on repeat again, Mewblade decided to take to inaction and indifference while her parents watched as the mob tortured and murdered the helpless Pokemon. Circle of life, as it were. Besides, nothing like the humans knowing that the Legendary Pokemon really did have their fingers in everything; especially Deoxys, slowly warped humanity into this mess behind the scenes, out of sight. Been doing it ever since Mewblade showed up to drain the remaining Legendaries' wills.
I never named the cities I picked for destroying and showing humanity's low point. San Francisco's Bay area and New York were my prime choices. It was either San Fran, LA (everyone seems to attack it if it's not New York), Seattle (I don't dislike it enough) or Vancouver (Vancouver Island was too much of a buffer to contend with for tsunamis). New York was more obvious since, while not paranoid peoples, I don't credit for easily resisting the subtle hints of fighting the controlling forces. I also did not blatantly describe how destroyed this Pokemon World was. It was there between the lines, but not hammered at endlessly: World where Pokemon were called to be culled, the resurgence of The Bomb, and manufactured viruses that resulted in Mewblade killing a lot more innocent people than I really want to admit to. Or if you want to see it this way, our society within 50 years.
Mostly wanted to do this picture for one reason, Mewblade's expression, or technically the lack thereof. Pure and total indifference, if not annoyance. The Pokemon not being important enough to warrant saving in her mind essentially. Been a while since I've drawn Mewtwo (though an oddly emotional one), and love drawing Mew in general. Most of the challenge was in the idea of the split to portray distance and the sort of hierarchy structure in Pokemon. Not a fan of upshots.

You're not alone. I know one fur who specifically made their world as to bring in other people's unwanted characters/others' characters that would be killed, abused, etc. and put them in a safe place. Personally, I love the idea of yoinking a character from a realm in which they'd simply die and that'd be it.
