I'm not sure if it makes a difference, but in this case she is apprehending a citizen of her own universe who came into their's to evade law enforcement. Something that might be equivalent to, say, cyrodiilian law enforcement entering skyrim to catch a cyrodiilian criminal who had fled there.
I personally like frames 4 and 5, of Luna and Celestia trying to hold back their laughter with varying degrees of success, and Nahmat's look of blank non-amusement.
Luna is my favorite of all the known royal ponies so far, though I'll get into why that is later in the comic.
