This is a Boo Guy from Yoshi's Island. An awesome combination of a Boo and a Shy Guy. It's like they had sex. And this pooped out. You can probably find detailed art of this online.
Also, the sprite seems to have like..a five o'clock shadow. It's really strange. Like someone pissed on his chin or something.
