Um, I have no idea what character/show you are talking about so I'm gonna take three guesses:
1. Someone from that show called "Bleach"?
2. A poke-digimon trainer dude?
lol, I don't really know a lot of Japanese shows...something from Naruto?
Heh heh, I don't know. It is a decent drawing though. Try angling the head up a little more with it leveling with the plain, this way it has more distance from the neck adding more of a 3D then 2D. Have you ever tried shading? On a picture like this, you can get in good experience with it. But over all, it's a good job...even if I have no idea who you're dressed as. :P
