This is a night scene during an air raid in England. The observer corps member (waist up) is in the foreground, peering up into the night sky. Should be a side shot (her looking up and to the right), with several search lights spearing into the sky behind her in the background.

The character featured would be Aggie, a siren with the british Observer Corps during the Battle of Britain. Note that she's about a five foot tall humanoid with MOSTLY human features, but with wings where her arms should be, a somewhat more hawkish face (no beak, but pointier nose, as you can see) and long, pointed ears. She'd be wearing the british 'soup bowl' helmet (as pictured) and have a set of binoculars hanging from a strap at her neck.
