(lipstick and masks/markings are a common thing found on things such as porcelain clowns and jester dolls, and are not only found on the first famous thing that comes to mind)

... no, she has similar "makeup" ill call it, even if it is a dark shade of purple instead of totally black, she seems very happy to have a bomb and looks like shes in the mood to cause some mayhem, I think Harley would have the same expression if she came across a bomb. This character reminds me of Harley Quinn for a few reasons of reasons.
That said, This character is different then harley for a lot of reasons too, the color scheme, costume design, I'm sure she would have a unique backstory too if there one, etc etc.
I'm not trying to insult you if you are taking it that way, I dont think you are ripping off Harley Quinn's design. I just think they are similar. I like both characters a lot
