Because Dean Dodrill designed it pretty much from scratch, BY HIMSELF, over the course of ~3 years INCLUDING learning how to program in XNA.

Porting will be up to him if he wants to learn to do that or farm out, but will take time.

Also, I could be wrong, but I believe the game was made partly because it won a contest sponsored by Microsoft that gave him proper backing for the game to be fully developed.
