I reckon that one possibility for tattoos and/or markings could be like this: An additional layer of the skin containing chromo-cells with pigments that can migrate all over the skin upon the bearer's will. I know Kuro's skin sort of works that way. It's really dependent on what kinds of spellwork he intends to do.
