This mask is just a basic fursuit base blank, you'll have to add foam, elastic and fur to it, to make it a functional fursuit head.
The best way to do it, take a wig form head padded it out to your head measurements, then take a balaclava hood place it on the head form, attach the canine base to the form using elastic attached to the temples, then foam it so that it looks smooth and more natural looking. Then make a duck tape pattern, cut your fur then sew and glue it to the base and done you have a fursuit head. (Expect airbrushing/ dry brushing the fur but that's up to you)

So take your time making a fursuit as you understand is a big project and it's best when starting out to take things slow and build up your supplies so that you don't have as many bumps and mishaps.
