That is actually the main character, Lancaster. In the comic, ghosts are made out of a lighter-than-air substance called plasmata; so Lancaster invented a device called the Plasmata Palm in order to physically handle them. He makes several improvements to the device over the course of the comic, the one he's using here is the most recent version.
