I'm not a big fan of Gligar's inside the game, but they make excellent anthro-characters.
Balroy the Gligar is an ex-convict who wears his adornments from when he was in prison. Balroy has learned to move around in his huge claws, boots, steel poncho, and an iron tail, all of which are incredibly heavy and weigh him down. His claws are a bit rusty, and hard to use. His iron boots are cumbersome and thick, not only heavy but hard to move around in, even if they were light. His poncho put more weight on his shoulders, and was particularly uncomfortable to wear. His huge iron tail completely grounds Balroy so he cannot fly. The longer he wore this equipment, the stronger it made him. He managed to find a way around every piece of his equipment. The more he moved in his steel claws, the easier they were to move. He could better use these claws to knock others around with, and to clamp down as well. His heavy boots could easily crush a Pokemon's body, and push them around. His poncho made Balroy's body a weapon, as it gave him a steel, rigid body to smash into his opponents, and opened up the door to strategy. His Iron tail kept him from floating, but it was the most deadly weapon he had, but also the hardest to use. With enough force, he could swing it into an opponent, and he can even stand on his tail to create more strategy. His tail, however, weighed him down, and swinging it took more force than he was usually able to exert.
...His personality, alignment, and everything else is yet to be decided, however.
