Well to be fair the idea of Minerva as either supergirl or powergirl is kind of curious common idea. hmm It is kind of hard to decide. But i think that while powergirl has(had) the sluttiest outfit, it was also the most ridiculous one(sincerely once you remove boobs from the context that missing piece of costume just look silly), while supergirl had always got a much better costume balance(i would like to see Minerva in the animated verious of supergirl costume, ya know the one with short short and tank top)
