Shrinky dink is basically a special kind of paper-ish stuff. You draw on it, and then bake it for 3-4 minutes and it shrinks to 25-30% of it's original size. They MIGHT be now but I'm not sure, so if you want one to be waterproof I'd just seal it with a gloss top coat to make sure.
They do curl. It's mostly because the outside edges shrink before the center. If you leave them in the oven, they do tend to uncurl on their own. If they curl enough to start sticking to themselves, I just use some wooden chopsticks to pull the stuck pieces appart and let it continue to bake another minute or so.
I have a mug that I use to trace the circles :) Not very fancy, but it works for me at keeping them relatively consistant.
Shrinky dinks are also nice in that you cut the stuff with regular scissors, and when it bakes & gets thick the edges stay nice and flat. No polishing or smoothing necessary.
