This fellow is another character from  vagary-anthro - a forum-based anthro-RP. His creator is  poofymutt or  DyslexicPronAddict as I think he's using now..

Done with a wire skeleton, original sculpy, acrylic paint, Katsilk hair, material and Brawny paper towl... (Paper towl plus spray startch and paint equals wings!)
