Flanders Scarlet is an atagonist in a Bullet Hell game called Touhou. She's mostly famous for her theme, 'U.N Owen was Her?' and its variation, known as the Death Waltz, as well as her character. A witch that had gone insane with power.

I did know about the anime, and I was happy to find out that they kept the ending accurate. I've heard that the live-action movies don't, but I've never seen any. x3
So, uhhh....how do I ask this...I want to know if the live-action one ended like the book, but I don't want to spoil anything. xD
